Yet Another Bulokracy

Reorganization and restructuring of local government offices were apparent and perhaps continuing as of this writing, following elections last year. As a matter of bureaucratic tradition, it has been observed that padrino system still thrive in many local governments, and it gets worse year after the other. In this line that the Civil Service Commission and other agencies concerned must look into local chief executives and or LGU bodies, with regards to appointments of local government agency officials.

While LCEs enjoyed the privilege to seek and appoint persons worthy of their trust and as per existing rules, I am all the more concerned by the injustices they do in the selection process that goes with the eventual appointment. It has come to my attention, and affected me, the cases of rank and file employees who in their capacities, strived to rose as career officials, and supposedly office managers. But through the system of political appointments, where the selection processes are prone to manipulations and maneuverings, they are by passed or simply cheated. Appointing a career official by virtue of political attachment or reference is uncalled for and a grave insult and injustice to the many deserving ones. This maybe a complicated issue to wit, but in the spirit of fairness and service, I am positive that you are able to address this in your bounds and conduct policy checks. This black area in the bureaucracy simply rots the idea and ideals of good governance and continuously taints the country’s civil service legacy.
